The “Safeguarding Tomorrow via Ongoing Chance Mitigation (STORM) Act” amends the Stafford Disaster Relief Act by permitting the Federal Unexpected emergency Management Agency (FEMA) to fund coastal resiliency and hazard mitigation tasks by way of point out capitalization grants, which are used to fund minimal-fascination loans for community communities.

FEMA does not presently fund these types of coastal initiatives because lake stage alterations and shoreline erosion does not commonly adhere to the nicely-outlined start off-and-end factors that are wanted for governments to use for federal catastrophe relief.

The legislation authorizes the appropriation of $200 million for the system and involves a $5 million cap on person assignments.
